In this testimony on the Community Mental Health Centers Act (S. 755) before the Senate Committee on Labor and Public Welfare, Gorman supported the legislation that would provide federal funding for construction and operation of community mental health centers and facilities for the mentally retarded. He cited several programs, including psychiatric units in general hospitals, which had provided effective mental health care at a much lower cost than traditional state mental hospitals.
