Description

Gorman took both the county and the state to task for resisting tax increases which would support mental health services, and explained why such thinking was "penny-wise but pound-foolish." Gorman used this strategy frequently with all his audiences, arguing that the booming U.S. economy could easily support additional taxes for social programs without depriving the taxpayers. This speech was delivered at a Montgomery County Mental Health Association Workshop for Community Leaders in Bethesda, Maryland.
