Children in Trouble in a Troubled Society

Gorman tied problems of juvenile delinquency to the paucity of available services for emotionally disturbed children, and urged the Rhode Island Congress of Parents and Teachers at their annual Convention Banquet in Cranston, Rhode Island to demand not only more funding for residential treatment centers, but also for resources in schools and city welfare agencies.
