Description

Gorman criticized Arthur Flemming, Secretary of Health, Education, and Welfare, for first stating that resources for mental health were inadequate, then turning around and fighting a proposed budget increase for the National Institute of Mental Health. On behalf of the National Committee Against Mental Illness, in this testimony before the Senate Appropriations Subcommittee on Labor, Gorman supported the increased NIMH funding and gave the committee's budget recommendations for research--adding alcohol abuse and juvenile delinquency as areas in need of study--and fellowships and training.
