Speaking to the National Governors' Conference in Honolulu, Hawaii, Gorman discussed progress made in mental health services since 1950, reminded his audience of the hidden social and economic costs of untreated mental illness, and summarized the recently released final report of the Joint Commission on Mental Health and Illness. That report proposed, among other things, that state initiatives be matched with federal funds, that states develop research and training programs, and that local governments provide community mental health services.
