Description

Gorman reviewed the latest statistics on emotionally disturbed children and the facilities available to care for them. He then criticized New York state's continued budget emphasis on building more and larger psychiatric hospitals instead of expanding community mental health services and small specialized facilities for children. This address was the keynote speech to the First Annual New York Congress for Mental Health. (Another version of this speech was added to the Congressional Record on 23 February 1966.)
