In the keynote speech to the South Carolina Mental Health Association Symposium at Winthrop College in Rock Hill, South Carolina, Gorman discussed the difficulty of getting accurate data about the numbers of emotionally disturbed children in the U.S., and the efforts of the Joint Commission on the Mental Health of Children (created in 1965, and modeled on the earlier Joint Commission on Mental Illness and Health) to address that problem. He also noted the chaotic state of children's services in the U.S., and compared them to the integrated system used in the U.S.S.R.
