This address demonstrates the persuasive strategy Gorman often used with state and local mental health agencies and organizations: stressing the need for improved mental health care, especially for children; noting the resistance of legislatures to fund such improvements; praising the recent progress made by the state or locality; and noting areas needing further improvement.
