William Henry Welch, the dean of American medicine, presided over the Red Cross conference at Cannes, France in April 1919. Conceived by the American Red Cross, it had delegates representing Great Britain, Italy, France, Japan and the United States. The conference sought to establish a permanent League of Red Cross Societies which would support a centralized Bureau of Health in Geneva.
Rupert Blue was Surgeon General of the U.S. Public Health Service... in 1919.
