Description
In this memo to Barnard, Raymond Fosdick's successor as Rockefeller Foundation President, Gregg reflects on the past two or three years and suggests ways he "might be most useful to the Foundation" in the years before his retirement. Gregg describes his disappointment with his position, specifically disagreeing with the "policy of spending the Foundation out of existence . . . [and] the policy of making large numbers of small grants in aid."
