Collection Summary

The Federal Security Agency was created through federal government reorganization in 1939. Among its constituent components were the Public Health Service, the Office of Education, and the Social Security Board. In 1940 its responsibilities were expanded to include St. Elizabeth's and Freedmen's Hospital and the Food and Drug Administration. In 1952 the FSA's duties had grown to such magnitude that it was reorganized into a cabinet level department... and emerged in 1953 as the Department of Health, Education, and Welfare.

Federal Security Agency speeches (1939-1952) features speeches by the agency's highest officers covering the entire range of the FSA's existence. In keeping with the agency's varied mandates, administrators spoke on a variety of topics such as Social Security, education, and conservation as well as public health. Oscar R. Ewing’s addresses cover almost his entire 7-year tenure as administrator, which began in 1947. Likewise, Paul V. McNutt, the initial FSA administrator’s speaking engagements are represented for his entire term.

Department of Health, Education and Welfare (1953-1976) features a range of top officials such as Secretary, Undersecretary, Assistant Secretary, and General Counsel. Included are addresses delivered by the first seven department Secretaries, covering 16 years. Speeches by all subordinates also fall within this timespan. A series of policy speeches delivered by Secretary F. David Mathews in 1975-76 round out this series.
